Are 2012 class 12th pass out students eligible for IIT-JEE 2013 exams?

It has been decided by the stakeholders that common entrance exam will be held for undergraduate engineering courses. The common exams will consist of two parts- JEE mains exam and JEE advance exam.

It is disappointing news for the students who were happy with the IIT-Kanpur eligibility criteria. The new notification of MHRD includes the same eligibility criteria for 2012 and 2013 students.
The students who got less marks or percentage in 2012 board examinations will be given chance to improve their marks in 2013 board examinations. As far as the 2011 class 12th pass out students are concerned then I donot think they have a bright future in IIT-JEE 2013.
The MHRD Notification does not cover anything about the 2011 batch students, which means 2011 students are not eligible for the IIT-JEE 2013 exams.

What about the 2012 passed student fate. As per earlier norms of iitjee and aieee, students are eligible to write the exam for two times. As per new norms they are not eligible and they are not coming in 20 percentile criteria.What they will do? Some state Boards are not conducting the improvement exam ? This is unfair and unilateral decision taken by CBSE Board and HRD ministry and they are not bothering the lakhs of students future and life.At least 2012 student should be exempted from this 20 percentile norms.
